THE CONSTITUTION of History Students' Association (H.S.A.)

PREAMBLE

I. The History Student's Union is a student organization of the Department of History at the University of Toronto. It is subject to the normal university activities; in particular, it is bound by the ASSU Constitution.

II. The HSU is responsible for organizing academic and social events for the students of the Department, upon request, providing consultation for students in matters concerning the Department, and to assist ASSU in completing the necessary Course Evaluations at the end of each term as required for the Anti-Calendar.

III. "Members" of the USE refers to all students enrolled in any History course, or enrolled as a minor, major or specialist in History.

IV. The official designation of the organization shall be: "The History Students Association" (HSA) which represents all members.

STRUCTURE

A. General Overview

The History Student Union is comprised of two governing bodies. They are:

i) Executive committee, consisting of two Presidents, a Treasurer, a Secretary, three Vice Presidents, Upper Year Representative, Lower Year Representative, Part Time Representative/Liaison Officer, Minister of Propaganda, a Treasurer, and a Secretary.

ii) General committee, consisting of the HSU Executive and all other elected executives and class representatives.

B. Executive Committee

Meetings and Membership

I. Quorum for the Executive Committee shall be determined by the Executive at its first meeting of the year.

II. The Executive committee elections will take place in March or April for the following academic year. Where this is not possible, elections must take place as soon as possible.

III. In order to be elected to the Executive Committee, a student must be presently enrolled in any history course or enrolled in a minor, major or specialist history, and be elected at a general membership meeting.

Responsibilities

I i) The Presidents are responsible for the overall organization and running of the Executive Committee. He or she shall supervise the general administration of the union, including preparation of the budget and acting as a signing officer.

ii) The Presidents will call and Chair at least two General Meetings per term.

iii) The Presidents will listen to all student grievances and act as a liaison between students and the Department.

iv) The Presidents is ultimately responsible for ensuring the HSU acts in accordance with ASSU's Constitution and all other University regulations.

II i) The Treasurer shall assist the Presidents in the general administration of the HSU.

ii) The Treasurer will be a signing officer and keep detailed records of all transaction records.

iii) The Treasurer is responsible for ensuring that all grants received from ASSU are used appropriately for the purposes of the HSA and that all unused or inappropriately used funds are returned to ASSU.

III. The Secretary shall assist the Presidents in the General and Executive Meetings and record minutes for the meeting. In addition he or she shall carry out correspondence for the union and act as signing officers.

IV. Three (3) Vice-Presidents shall be responsible for assisting the Presidents in HSA administration and may act as signing officers.

V. The Upper Year Representative shall represent students who have earned more than 9.5 credits. The Upper Year Representative shall aid the Executive Committee in its operations. Candidates with more than 9.5 candidates will have preference for this position. In the event there are no candidates meeting this requirement, then any other HSA member shall be entitled to run for the position.

VI. The Lower Year Representative shall represent students who have earned less than 9.5 credits. The Lower Year Representative shall aid the Executive Committee in operations. In the event there are no candidates meeting this requirement, then any other HSA member shall be entitled to run for the position.

VII. The Minister of Propaganda shall be responsible for advertising all HSA events and meetings.

VIII. The Part Time Representative/Liaison Officer shall represent Part Time students (as defined by University regulations) and liaise between the HSA and the Association of Part-time Undergraduate Students.

IX. The Web Master shall have the responsibility for maintaining the HSA website. Announcements and other relevant materials shall be updated there on a regular basis. The Web Master is encouraged to cooperate with the Minister of Propaganda in propagating HSA information. If no Web Master is elected, then the Minister of Propaganda shall assume Web Master duties or designate another member of the Executive to do so.

X. All transactions must be signed by at least 2 signing officers.

C. Meetings and Membership

I i) Membership of the General Committee consists of the HSU Executive and all elected class representatives.

ii) General Membership meetings shall be open to all members of the HSU, each of whom has an equal vote.

II. Class representatives must be elected by a majority of his/her fellow classmates or by acclamation.

Elections

I. All elections and By-Law amendments shall take place at a General Membership meeting.

II. The election shall be run by a member of the past executive not seeking re-election to the HSU. He or she shall be chosen by the past executive. If for any reason this can not be done, an ASSU executive shall run the election.

Policy Making

I. Any notice of a motion for a change in policy making must be put forth during a General Membership Meeting and will be passed with a simple majority of the members which are present at that meeting.

II. Voting on policy at meetings shall normally be open, but when any two members present so request, a ballot vote shall be taken.

III. Motions recommending policy changes must be submitted in writing to the Presidents at least one week before the meeting at which that are to be considered.

By-Law Amendments

Amendments to the HSU By-Laws which are put to motion must be in accordance with ASSU's Constitution. In order for the motion to be passed, a two-thirds majority of the members present at a general membership meeting shall be required. At least two weeks written notice must be given for Constitutional amendments.
